The Failure of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are issued from various governments. Immense energy is devoted on restraining specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "peace".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity afforded by timely intelligence. From witness perspectives, military aircraft that had been scrambled to intercept incoming guided weapons streaked across the sky – modern combat jets supplied to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense activated: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by partner states. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly becomes sober acceptance: maybe the incoming missile won't hit its mark this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.

Intermittently, this carried on until dawn. Kyiv awoke to the early updates: seven people killed, devastation and utility failures in numerous residences as a result of the evening attack. As typically, everyone still went about their day – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on international aid – a need that regional partners are clearly incapable to replace in the short term.

Unsuccessful Negotiations

The detailed framework from American leadership sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new initiative from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, certainly, persist.

Political Considerations

It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a assumption understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is unrealistic to force Russia to surrender the land that it presently holds in Ukraine's occupied territories.

The problem is that while accepting these circumstances, Washington does little to deter Moscow, through words or deeds, from assuming that the current condition will not change more in its favour in the near future.

Divergent Views

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but averting a complete military breakdown until circumstances change in its advantage.

Existing Situation

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their task will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a only one week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, current information leaks, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
